Lets be serious! This Is How A National Uganda Police Force Protects Potential Crime Scenes?

On the morning of the first fire at Makerere University, people were freely going in & picking stuff. Firefighters apparently even offering their helmet for anyone to tamper with the crime scene safely. Then you ask how a second fire happened later that evening?
