{UAH} Should it be mandatory for communities to care for old/children


Within spatial planning Uganda's population is manageable, especial in sub Saharan
Africa with abundant food resources.

We have to; find, experiment, learn and implement an effective local government
governance system: a mix between traditional and statutory legal system. If local
government can financialise some aspect and also invest in commercial buildings
to lease to traders, start small collective homes, provide cheap health care and
transport from to work-home the rest can be handled via the informal system.

Communities can do the rest like child, elderly care and other social support that
should tap into the traditional systems.

The population become a problem without the most basic provisions; (housing
education, healthcare and transport) which in fact take away the larger part of
their small savings reducing their ability to .
