{UAH} NUP BOSSES PUSH KYAGULANYI TO SAVE FACE BY WITHDRAWING ANTI-M7 ELECTION PETITION

By Mulengera Reporters

There is growing consensus among NUP top officials that without Chief Justice Owinyi Dollo, Justices Mike Chibita and Ezekiel Muhanguzi excusing themselves from hearing the case on grounds of partiality and bias as the petitioner Robert Kyagulanyi has been demanding, the anti-Museveni petition is clearly dead on arrival.

And many, including some NUP-leaning lawyers, are now convinced that with the same Supreme Court blocking the petitioner from filing more affidavits to boost his evidence beyond what is contained in the mere 51 affidavits filed already on court record so far, insisting on carrying on with the petition (which one requires plenty of affidavit evidence to prove) can only be an academic exercise because the outcome is increasingly clear.

The rejected killer evidence was contained in more than 200 affidavits deponed by would-be key Kyagulanyi witnesses like Betty Nambooze, lawyer Benjamin Katana, strong Museveni hater/veteran journalist Robert Kalundi Serumaga, Nubian Lee and deponents from the cattle corridor districts would have made the difference only to be rejected. Yet that isn't all for NUP to worry about. Even some of the witnesses who deponed the 51 affidavits already before court have since developed cold feet and gone underground claiming threats on their lives. The lawyers themselves, including lead counsel Medard Segona, are equally fearing for their lives to the extent of fleeing their respective homes. All these happenings have a cowing effect on the petition while negatively impacting on its chances to succeed.

Mulengera News now understands that this very Saturday, some of the NUP top officials have been locked up in day long meetings discussing and trying to generate consensus on the need to save the face of their Principal by prevailing on him to abandon the petition case because the party can only expect more humiliation now that even the Justices are already in a belligerent mood after Kyagulanyi openly criticized their suitability to try his petition. Some NUP officials assert that abandoning the petition will make Dollo and his team look ugly and put the entire judicial system on the defensive while causing them to be subjected to unprecedented public scrutiny. Besides Chibita and Muhanguzi, Kyagulanyi has already publicly undressed the Supreme Court head Dollo portraying him as the worst CJ Uganda has ever had.

Mulengera News understands that many want Kyagulanyi out of the clearly ill-fated court process to avoid creating false hope among his supporters who are clearly impatient for change. The man from Magere has so far suffered numerous defeats inside Dollo's court and this has only fermented more hopelessness among his supporters many of whom clearly perceive Dollo and the 8 Justices as incapable of having the guts to rule against Gen Museveni.

Mulengera News understands that it's largely the Kyagulanyi supporters in the Diaspora and other foreign-based allies who still want him to stick to the Court process and fight and Dollo to the bitter end. But local party ideologues are suggesting that Kyagulanyi should lower his trust and hopes in the Western powers because the current political chaos in Somalia has given Gen Museveni renewed relevancy with many Pentagon (apex of US Military) officials already reaching out to him imploring him to prepare to play some key roles leading to de-escalation of political tensions in Somalia.

This Pentagon view is beginning to become the more popular position even among key decision makers and movers in Washington and Brussels too notwithstanding the recent resolution by the EU Parliament calling for sanctions against Kampala.

The other cause of pessimism among the key NUP officials now pushing Kyagulanyi not to count much on the Western powers is the fact that Congressman Eliot Engel (Representative for Westchester County/New York City) who, as chairman of the House Foreign Affairs Committee, had recently written letters directing the State Department to draw up a list of key human rights violators in Kampala and have them sanctioned, was a few days ago defeated and lost his legislative seat to Jamal Bowman who is an American of African descent who doesn't have as much appetite to push for US intervention into countries like Uganda. The intended anti-Museveni demos by Ugandans living in US cities, aimed at internationalizing anti-Museveni publicity equally haven't created the originally anticipated momentum so far.

These developments, coupled with the fact that the US State Department hasn't exhibited much appetitive to sanction Kampala regime officials in ways the likes of Senator Bob Menendez have been demanding, partly explain why a hitherto subdued Gen Museveni was in a buoyant mood a few days ago as he hosted EU Diplomats for a meeting at State House. Sources say that he now clearly knows that with the Defiance King Kizza Besigye (renowned for his plan B) being relegated to a position where he isn't easily the leading or most influential opposition figure anymore (the same having been assumed by plan B hater Robert Kyagulanyi) his presidency for the next 5 years is clearly well secured without much disturbance on the domestic front. Indeed, as he addressed the EU diplomats, Gen Museveni came off as very indifferent and clearly not feeling cornered anymore. As for the Kyagulanyi petition, he doesn't seem worried about it that much implying he wouldn't be bothered that much whether the petitioner withdraws it or not. Those close to him say that (with the very uncompromising Besigye clearly overcome and relegated to the political periphery at least for now), the man from Rwakitura believes he is already home and dry regarding his dream to be President of Uganda for not less than 40 years.
