{UAH} WHY MUSEVENI IS PUNISHING KAMPALANS WITH POOR ROADS AND FLOODS

Historically, the Greater Kampala City has been and continuesto be politically hostile to Museveni's military dictatorial regime. It has always not only voted against the Museveni regime but has been the epicenter of opposition protests. In his efforts to politically recapture the city, he created the Kampala City Council Authority (KCCA) that replaced the former Kampala City Council (KCC) in 2011. The scheme was to undermine the powers of the opposition leaning elected Lord Mayor and the majority of Councilors whose role was reduced to mere ceremonial leaders. The management of KCCA was by a technical team under the Executive Director and the political wing under the Lord Mayor. He appointed the Executive Director (ED) and the ten Directors of different departments. That way, KCCA fell under the newly created Ministry for Kampala under the Office of the President. The Executive Director directly reported to the Minister for Kampala while the ceremonial Lord Mayor and his political wing fall under the Ministry of Local Government.
In November 2013, Museveni managed to remove the Lord Mayor from office through bribery and intimidation. For the next two years, the Lord Mayor was in court battling the impeachment before he was reinstated into office. Meanwhile, Museveni consequently threw his weight behind the Executive Director and his technical team with all the necessary facilitation. With Museveni's blessing, huge funding to KCCA enabled it to make some improvements in infrastructure development, garbage collection, cleanliness, street lighting, and orderly trade. Museveni would publicly boast of having dealt a heavy blow on the opposition in Kampala and the Lord Mayor in particular. He would move around urging the electorates to vote only those candidates who subscribe to his NRM while at the same time rebuking them for having elected the opposition leaning representatives.
With resolutions passed by the Lord Mayor and his Councilors not being implemented, the political wing was incapacitated in providing political guidance and oversight to KCCA. Consequently, the top technical management of KCCA went on rampage misusing the abundant resources that were meant for development of the city. Inflated costs of roads maintenance, inflated procurements and suspicious compensations to litigants through consent judgements that cost the authority vast sums of resources. The proliferation of power bases like the two redundant Ministers for Kampala, the Resident City Commissioners and their Deputies cost the authority a lot of resources. Consequently, the Executive Director and her Deputy resigned citing competing interests between political and technical teams that gravely affected the smooth running of the authority. Her surprising resignation opened the floodgates that witnessed an exodus of another 13 Directors and Deputy Directors. These were not normal resignations but a plan to jump ship after realizing that Museveni's evil scheme of suffocating the political leadership of KCCA was miserably failing.
After the departure of Janepher Musisi and her team, Museveni withdrew his support for KCCA. His 2019 attempt to make the Minister for Kampala the political head of KCCA instead of the Lord Mayor suffered a humiliating defeat. He realized that he was losing the battle for recapturing Kampala but the war still rages. The matter has been made worse by the recent general election results where his regime overwhelmingly lost in Kampala. He has cut funding for KCCA and consequently the breakdown of infrastructure like roads and drainage channels is proving disastrous. The situation of city roads has moved from potholes to ditches while blocked drainage channels are accounting for disastrous city floods. The floods alone are claiming lives and billions worth of property in a city that generates almost 70% of the national revenues. For Museveni who doesn't care about the national economy, what matters to him is vengeance against residents of Kampala city for supporting the opposition.
