{UAH} OF MUSEVENI’S HUGE ‘CLASSIFIED’ EXPENDITURES AND HIS MUHOOZI PROJECT

Museveni's two decades old Muhoozi Project that is designed to see his son, Gen. Muhoozi inherit the presidency of Uganda is approaching its climax. Currently, the said Crown Prince is traversing the country and the region in a particular mobilisation drive. The venture is taking a toll on the ordinary taxpayer as his so-called Birthday parties, political rallies coupled by their huge convoys and security details are proving to be very expensive. However, the source of financing has raised more questions than answers amongst gullible sections of Ugandans.
Since coming to power 36 years ago, Uganda's military dictator has been abusing his position to have unlimited access to the national coffers. He uses the power of cash for political bribery and patronage. Consequently, his top cohorts have amassed a lot of wealth which they use to control political power. The source of the big chunks of cash that his brother, Gen. Saleh dishes out is another point of contention. The same gullible Ugandans are wondering about the source of Gen. Elly Kayanja's 200b Shillings controversial land deal. To avoid public scrutiny, since 2016, Museveni has been using supplementary budgetary provisions to fleece public coffers. He deliberately avoids the formal budgeting process and prefers to use supplementary budgetary provisions. He conceals huge chunks of money as classified expenditures under State House, the security sector and the so-called President's Office.
During the 2016/2017 FY, a sum of Shillings 441b went to the so-called classified expenditures. During the 2017/2018 FY, a sum of Shillings 60.4b was given to State House for classified expenditures while Shillings 225.5b was taken by the Ministry of Defence for the so-called classified assets. During the 2019/2020 FY, a total of Shillings 3.6tn was given out in supplementary budget out of which over 80% was taken by State House and the security sector for the so-called classified expenditures. Just a month to the end of the 2021/2022 FY, supplementary budgetary provisions had totaled to Shillings 470b. However, in May 2022, a supplementary budget of Shillings 618b was provided. Of this, Shillings 77b was taken to State House for the so-called classified exprnditure, Shillings 86b was taken by the Office of the President while the army took Shillings150b. This is the same supplementary budget whose rubber-stamping attracted the controversial Shillings 40m bribe for parliamentarians.
Therefore, it's these unnecessay supplementary budgetary provisional that are financing the Muhoozi Project, financing of land grabbing and the economic empowerment of his so-called Cwezi Dynasty for the retention of political power. Amidst the current economic hardships that are hitting hard, the huge cash available at his disposal is doing him wonders. The usual opportunists are also making a killing in their role as campaign agents.
