{UAH} WHY IS PUTIN RIGHT?

The question of Putins goal and the legality of Russia's actions under international law is actually very simple.
On 24th February 2022, President Vladimir Putin announced the Special Military Operation. The sole purpose he indicated was "To end the persecution of civilians in Eastern Ukraine".
He added that in order to achieve that goal of protecting those civilians, he would have to demilitarize and denazify Ukraine.
That was the goal and reason for his actions, and he cited Chapter 7 of the UN Charter among other local legal instruments
Now the one question we have to ask the UN, NATO allies, the EU, US, UK the ICC and the Ukraine government is also very simple: Before Putin's intervention, what actions did the international community ever take to end that persecution of the civilians that Putin is talking about?
If they never did anything, then Russia was 100% right under international law to launch that operation.
