[UAH] Why Should People Just Dies in Uganda When There is Police

This is in response to many who have written blaming the victims of the oil fire, the dead without even considering facts.

Very sad indeed!! However, even in so called developed countries here in the West, the Police has to come immediately and keep out people from helping themselves to freebies. Mob psychology is the same everywhere and humans respond the same way despite color and education in same situations. The Police, Fire Depts and ambulances usually go at breakneck speeds to keep people from running into danger either by sheer stupidity, greed or lack, to  rescue those in danger, and to keep law and order. That's the responsibility of Govt services. Why odes Kalekyeezi Kayihura and cohorts or thugs (many are) in Police uniform rush with tear gas, live ammo and toxic water to disperse Wanainchi when they are demanding their rights to such services and in a civil manner? Yet they can't plan or have failed or have deliberately planned not to avail such services to the citizens who actually pay for their salaries!!! This baffles me!!  The Police in Uganda should be policed like in other countries so as to have checks and balances. 

In these countries where there is an extent of law and order, all those in seats of power and authority are taken to task why they didn't respond in a timely manner or why they did not put in place strategies to curb such a big loss of human life and property.
In these countries, it is part of law and order that all drivers have to pass such as giving right of way to these services - police, fire and ambulances - or face such a huge fine.
You cannot keep on blaming Wanainchi! We used to do that, as  I taught S2 and they learned about freedom and personal responsibility relating to services that should be provided by the Govt. for its own citizens in Christian Religious Education. 

It is the Govt's responsibility to educate and inform Wanainchi about such dangers. That is a functioning Govt. Responsibility is checked by accountability. I am disappointed in those Ugandans who keep on blaming the poor people who have nothing put in place to preserve their lives yet their money is being stolen ans misused by those who claim to be working for them like the Police and other Human and Legal services!!

Those of us in the Diaspora who are enjoying these services, let me assure you, someone, some people made sure that people are educated right from an early stage, information is posted in convenient places and in different languages, information is accessible for human beings are a key resource of any country, not just ammo and prisons!!
And if it is their fault, "Mbu gusinze mufu", why are you and I living abroad if we could be enjoying and living full lives in Uganda???

What shame!! For the last 28 years, Kampala and such services are just degenerating. and people go to clap for the illegal president and govt for the last 28 years!!! Wake up Ugandans and take back your country!!

This shows you that Uganda has people in high places of responsibility who should not be there in the first place. They are not accountable. There are no checks and balances. There is no rule of law as it should be but  warped concoctions  called law and rules to benefit but a few.
It grieves my heart and those of us who lived in times when Uganda was fast moving to a self autonomous nation. When these services were responsible and accountable. We have seen it before. But everything has slowly degenerated before our very eyes "in the name of a fundamental change" and "Mwoto me Waka" to burn everything  of sanity in their path of the powers that be.They are not even ashamed to be allocating funds in budgets over years!!
So who is fooling who!

Every human blood that is spilt innocently cries out to God for avenge for it is sacred. These people just wanted to be. they just wanted to live a good life. They just wanted to have what others are enjoying, just like you and me. And why not? Why should they be condemned to a sub standard living when they could live otherwise? They were created in the image of God. Genesis 1:26-28

You and I have a responsibility for being our brothers and sisters keeper.  Each one of us has arrived where we are because of someone/  who have added up  - who cared that you be.
If you don't there are consequences for it is God ordained to care for one another.

Kampala- Ethics and Integrity Minister Simon Lokodo has asked the Inspector General of Police to reprimand the director of operations, Mr Grace Turyagumanwe, for assaulting junior officers while on duty in Kasese District.

Mr Turyagumanwe is said to have slapped and kicked his junior officers following chaos that erupted between supporters of the Rwenzururu king and the Bamba community at the weekend. The police boss accused his subordinates of having fired bullets without his order.
In an interview with the Daily Monitor on Sunday, Fr Lokodo said it was unprofessional for an assistant Inspector General of Police to do what he did, despite provocation from his subordinates.

"If what I am hearing is true then Grace Turyagumanwe is wrong as a commander, he should have another way of handling them. We strongly condemn his actions and those officers who take the law into their hands should be reprimanded," Fr Lokodo said, noting that the police Force is composed of human beings whose rights should as well be respected and observed.

He warned that any officer who acts contrary to police rules would be punished.

According to Section 44 of the Police Act, "A superior police officer who, without reasonable cause, strikes or otherwise ill-treats any police officer who by reason or rank or appointment is subordinate to him or her commits an offence."

The state minister for Internal Affairs, Mr James Baba, said he was waiting for a report from Kasese before disciplinary action is sanctioned.

Masvingo — A Nyajena man will spend the next 17 years behind bars after a High Court judge found him guilty of killing his father, in a row over a radio cassette player.

Isaac Mangezi, whose age was not indicated in court papers, was convicted by High Court judge Justice Susan Mavhangira due to overwhelming evidence for striking his father Isiah Mangezi on the head and all over the body.

The fatal assault with logs, a pestle and an iron bar followed a dispute during a beer drink on August 27 2010, at village six, Bangala Ranch in Triangle.

Prosecutor Ellison Chabarika told the court on Friday that on the fateful day, Isaac was coming from work with his young brother Tinashe, who is now late and went to the family homestead where there was a traditional beer drink.

A radio cassette player belonging to one Silence Dhosphan provided entertainment.

When the beer ran out, Silence took his radio with him, which was replaced by another cassette player belonging to the deceased so the party could go on.

But a misunderstanding ensued between the deceased and Tinashe over the operation of the radio, as well as the selection of music.

Isaac, who had briefly left for his homestead, came back upon hearing the altercation and teamed up with his young brother Tinashe in railing at their father for being uncontrollable when drunk.

The brothers each picked logs from a mopani tree and severely assaulted their father several times all over his body. Isaac then took a pestle and pounded his late father twice on the chest, while Tinashe was also assaulting him with his fist and a mopani log.

The court heard that Isaac also took an iron bar and struck the deceased once on the head and he collapsed.

The assault continued until they saw their father lying prostrate on the ground.

The brothers then disappeared from the scene, before Isaac was arrested the following day.

Isaiah was rushed to Chiredzi General Hospital where he died two days later.

Tinashe's decomposed body was found the following month after he hanged himself.

In his defence, Isaac, who was represented by Dumisani Hwacha of Ndlovu and Hwacha legal practitioners, tried to put the blame on his deceased brother, saying he committed suicide because he knew he was guilty.

However, five witnesses, including Dhosphan, nailed him.

The East African Community member states may soon start issuing an EAC e-passport that will be recognised worldwide.

In their meeting in Arusha on June 21, the EAC Council of Ministers resolved that each partner state would start issuing the international EAC passport in accordance with their national and immigration laws.

The new document will have both the EAC and the specific country's names and will come in two categories: Diplomatic service and ordinary. The ministers said that each state will have to decide whether its citizens can hold two passports or acquire the upgraded EAC passport after their national passports have expired.

"The technicalities of whether the passports will be printed alongside the national passports are still being worked on," said the ministers in their report.

The new passport will be electronic as opposed to the current machine-readable ones being issued by the partner states.

"We have been given up to July 31 to come up with the computer-generated graphic design of the new passport and thereafter disseminate it to the partner states for input," said Nyamajeje Weggoro, EAC Director of Productive Sectors.

Currently, EAC member states issue an ordinary EAC passport for travel across the region, but not on international trips. The current passport gives the holder a six-month stay visa across the member states.

"This does not serve the right purpose," said the ministers. "Citizens are forced to have two passports; one from their state and the other for the EAC." The current passport is mostly used by traders and students.

The process of internationalising the EAC passport started in 2005. A team of immigration experts was tasked with designing it with each country's security features, but the process slowed down because Rwanda and Burundi had yet to include theirs.

Kenya's EAC director of economic affairs Richard Sindiga confirmed that the new document will have the security features for all the member states, which will be recognised across the globe.

Dr Weggoro said new passport will comply with the International Civil Aviation Organisation (ICAO) Document 9303 standard.

In the EAC, only Burundi issues an e-passport. The machine-readable passports are supposed to be phased out by 2015.

[UAH] Muhoozi project: FDC to name key promoters

Names of big people who are helping propel Brig Kainerugaba Muhoozi toward a future presidency have been compiled and will be publicly released soon, the opposition FDC has said.

FDC claims the Muhoozi props are NRM cadres placed in key government positions throughout the country—mainly in police and the army. Muhoozi and government have severally denied that a scheme to propel the First Son toward the presidency exists.

The 'Muhoozi project' gained more currency earlier this year, when Gen David Sejusa, who is currently exiled in the UK, wrote, and Daily Monitor published, his controversial letter, demanding an investigation into an alleged assassination plot against officials opposed to the perceived presidential ambitions of Brig Muhoozi . He has since drawn the fury of the army top leadership.

An FDC insider source familiar with the list has told The Observer that ever since Gen Sejusa blew the whistle on the 'Muhoozi project', opposition figures at the FDC headquarters in Najjanankumbi tasked the party's research desk, to compile the names and profiles of people behind the project, where they work and how much they earn.

The Observer has learnt that the main aim of the research is to show Ugandans that the 'Muhoozi project' exists, and also disprove government denials. This week, Brig Muhoozi, speaking through the Special Forces Spokesman (SFC) Edson Kwesiga, said the first son's meteoric rise in the UPDF is not a syndicated move by President Museveni to have his son replace him.

"Uganda is not a monarchy where leadership is passed on from father to son. This so-called (Muhoozi) project is a people's creation," read Kwesiga's post on Facebook.

"The power to choose how Uganda is governed lies with Ugandans and not a single individual [President Museveni] as some people would want us to believe," he added.

Ofwono Opondo, the executive director of the Uganda Media Centre, said FDC can go ahead and release the list. "Let them go ahead and release the list of names. We have no problem with that because it is not the first time they are concocting things," he said.

FDC claims that promoters of the 'Muhoozi project' are secretly recruited into various positions of influence to smoothen the road for Muhoozi. When The Observer contacted Wafula Oguttu, the FDC spokesman, he confirmed that the party had endorsed the research but declined to give a particular date when the names would be released.

"It is true. We have been investigating this project and we are going to produce names at an appropriate time," Oguttu  said.

"The Muhoozi project is full of cadres who are well-placed in top jobs where there is money. These are things Museveni should be addressing. This time round, it is not going to be easy," he added.

Oguttu,   however, maintains that FDC has no problem with Muhoozi running for the highest office in the land because he's a Ugandan. However, Oguttu   says that the problem lies in the clandestine way Museveni is trying to impose his son on Ugandans.

Muntu starts campaigns

Meanwhile, The Observer has also established that FDC President Maj Gen Mugisha Muntu has kicked off his campaigns to retain his job and capture the presidency in the 2016 general elections, following a recent reconciliation report that called for fresh elections at all party levels by February 2014.

Sources in FDC have told us that Muntu announced the campaigns at a meeting held at Royal Hot Springs garden in Kasangati, Nangabo sub-county in Kyadondo East, Wakiso district on June 22. During the meeting, Muntu acknowledged there were huge challenges within FDC but also pledged to rebuild the party into a strong force that will anchor his aspiration of taking all elective positions by 2016.

Muntu used the occasion to explain away claims that FDC is split into three factions, one led by Dr Kizza Besigye, Muntu and Nathan Nandala-Mafabi.

Muntu reportedly said that FDC operates within a three-ringed mechanism where himself, who is at the helm, builds capacity, Dr Kizza Besigye mobilises support on the streets and Mafabi leads the charge in Parliament by pushing for electoral reforms.

"We are working together," Muntu reportedly said.

Two cross from NRM to FDC

At the meeting dubbed the "grassroots mobilisation plan", two NRM supporters in Wakiso district crossed to FDC. Latim Mukasa, the former NRM youth chairman of Nangabo, and Abubaker Senfuka, a councillor representing PWDS, were welcomed by Muntu to the FDC fold.

An excited Kyadondo East MP Ssemujju Ibrahim Nganda said FDC should aim to recruit more NRM leaning politicians.
