{UAH} NATIONAL ID CONTRIUTION
Today we entered day 2 of the Registration of the national identity card which is ongoing throught various parts of the country. though we all have misgiving about this exercise i implore all ugandans to go and register and be keen on the foreigners like Rwandese,congolese,sudanese,tanzanians who would be tempted to be registered as Ugandans pliz tell them off to back off our program. as we register we need clarity on the followinf questions regarding the exercise;
-How will ugandans in diaspora be affected? are they going to get these IDs at ugandan embassies in the countries where they reside from?
-Why is it there is minimal sensitisation of this hollistic program save for the religious and cultural institutions.we needed sensitisation at village levels where we come from. and via radio programs.
-Why are they more interested in marriage certificates to authenticate the marriage. its in uganda where we have a highest percentage of cohabiting couples living in marriage peacefuly how are they considered?
-Why is the program too much militarised? we question the reason the army is too much engaged in the ID project. its under the patronage of the Internal affairs Minister Gen. joseph Aronda nyakairima, he appointed Col. Kwiringira as the project coordinator being deputised by Maj. Twino. the Parish Internal security officer (PISO) has the last say on who should be registered to the ID. indeed how shall i guarantee that my PISO or parish chief whom we dont subscribe to the same political affiliation will not for that reason say that am not eligible for the registration? indeed it will work for 2 reason ; to technically lock u out as a voter and as a contender for any elective post and 2ndly to lock u out as a citizen.
- Why is there no participatory approach? in the tribunal we could have expected the stakeholders active involvement like; civil society organisations,religious leaders,political parties on various levels of registration as well as opinion leaders as it was the case in 2010.
-Why is it that the gadgets and the human resource isn't sufficient that only 2 cameras and 2 laptops cover the entire parish where they will move
in shifts through t the 4month of registration? and even the slow pace of these machines where by it take one hour to finish one person. so our policy makers pliz raise this issue as a matter of national importance we need clarity on those issues
