{UAH} Hon. Tumwebaze : Housing as a Land/Social Transformation Strategy

People will first hate you for this but I can assure they will love it when they understand your intent. You need the Ministry of Lands, Housing and Urban Development, Finance, Works and Transport. You have the support of building laws, public health act, health act, water act etc.,

Here you go:

a.        Together with Ministry of Lands, Housing and Urban Development – all semi permanent houses in all Kampala division must be removed.  Drive along Queens Way and before you reach Kibuye branch off into Katwe slum or take a walk along the railway line behind Ndebbe  to Natete. It is raining and you will not like what you see there! Is this the Capital City?!

b.  Together with the Ministry of Lands, Housing and Urban Development starting with Kampala , Entebbe and Jinja let in six month all the fourteen municipalities start a type of Municipal Housing Construction Corporation (MHCC). These MHCC should right away be put at the stock exchange and let the government through building valuers put a price on them for public investment. They will have boards of director changing every two years. MHCC should start massive housing construction to remove our people from slums.

c.  Total social transformation therefore will accrue i.e. every municipal dweller has a reasonable and standard place of abode. How jobs have you created? Because every house must have a electricity, an internet, radio and tv connection, fridge, cooker, centralized washing, beddings and dining table etc. 

d.    To create the above estates you have to physically plan; Surveyors, Infrastructure Engineers, Construction Engineers, Land Valuers, Cartographers, Landscape Architects, Brick makers,  will all be involved (how many jobs are those) in a year we must have 500000 houses - not really so much money!

e.    Hygiene, social cultural values, community perspective will in turn change. 

  Children growing in the current municipal enclave have no culture, higher perspectives and their world view is confined for what they see.
