Uganda's Top Conman Arrested, Shamed

The police through the Special Investigations branch in Kireka, a Kampala suburb are holding a one Peter David Wanda suspected of being a serial conman engaging in obtaining large sums of money from people including government officials.

"He is a notorious con artist who for a long time has been posing as Dr. Richard Byarugaba working with USAID Kampala and fraudulently opened up an email address with a domain similar to genuine USAID employees," the Deputy police spokesperson Polly Namaye explained while addressing journalists in Kampala on Friday afternoon.

According to Namaye, Wanda, who confessed to the crimes, was arrested after several months of tracking in January this year but jumped bail which he had received from Buganda road court after feigning illness before resuming conning activities.

How Wanda operates

Namaye explained that 'Dr. Byarugaba' makes phone calls to VIPs and prominent people in the country including ministers, permanent secretaries, legislators university chancellors and professors introducing himself as an employee working with USAID Kampala and requests them to recommend suitable candidates or graduates to fill vacant jobs within USAID.

"VIPs would then contact the preferred persons and advise them to contact 'Dr. Byarugaba' immediately for the USAID job opportunities. With 100 percent trust in the VIPs, the job applicants contact him who thereafter asks them to send their CVs to his email as soon as possible," Namaye narrated.

"Wanda then asks applicants for various documents such as passports and driving permits among others and if they are found lacking them, 'Dr. Byarugaba' offers to assist in getting the required documents using his contacts in government before convincing his clients to wire mobile money to any of his various phone numbers."

The Deputy Police spokesperson added that eager to work with USAID, the unsuspecting applicants do as ordered only to appear at the organization's offices at the US Embassy in Kampala for oral interviews, assessment and orientation to be shocked of the news that he is not known among the employees at the embassy.

Police nets 'Dr. Byarugaba'

After duping the Permanent Secretary in the Prime Minister's office, Christine Guwatudde who recommended several candidates fit for employment in USAID, a case was opened CIID offices and a hunt for the con star kicked off.

"With phone tracking by SIU detectives and leads from informants, he was successfully located and arrested at Centenary Park in Kampala," Namaye noted.


She further called upon whoever has information about the conman to approach the Special Investigations Unit in Kireka to record statements before Wanda is charged with fraud.
