How so? I TAKE IT THAT AT THE MOMENT, Bulange is the closest legitimate voice of Buganda one can get to.
So, is Bulange opposed to NRM? How?

when we managed to break the occupation of Buganda in 1981.
You now allege/assume that the people we used, are now our controllers, and using us.
The truth about who is using who is not so obvious, and that's why you cant understand the political heads.
Isn't it also strange that Buganda is the only real opposition to NRM, when UPC now supports NRM ??

Posted Wednesday, September 2 2015 at 01:00IN SUMMARYEducation. The President says it is the parents to decide whether or not to pay for pupils meals under the free education programme.NAKASEKE. President Museveni has asked local leaders to decide on the amount of money parents should pay for their children's meals in schools under government's free education programme.
Officiating at a thanksgiving ceremony for NRM party treasurer Rose Namayanja Nsereko in Semuto Town Council, Nakaseke District, at the weekend, Mr Museveni tasked the leaders to consult their people, take a decision and give him feedback.
He also insisted the decision must be taken through the village meetings and not Cabinet.
"I wanted total free education for our primary school children but the local leaders insisted that you contribute some little money for the children's welfare," said the President.
"This issue can only be resolved through village conferences because we still have voices against these extra fees," he added.
Government introduced free primary education in 1997 and a decade later, implemented free secondary education.
Lack of a clear feeding programme in UPE schools has always been blamed for the massive drop-outs and absenteeism.
Mr Museveni also outlined many of his government's achievements ranging from peace, stabilising the economy and infrastructure development. He added that government plans to prioritise the payment of pensioners, provision of water for irrigation and seedlings to farmers and establishing technical schools at every sub-county.Tolerance is a stage in civilisation!
