Ain't these traffic authorities funny?

Of course, OVERSPEEDING IS THE SINGLE BIGGEST CAUSE OFTRAFFIC ACCIDENTS. No doubt about that.
But, that is just a tiny piece of the virables. There are a whole webb of other vital factors which are both human and mechanical:
1)condition of the driver
2) condition of the vehicle
3)Level or dept of traffic traning / education / coaching / knowledge
4)maturity-METHOD OF PERCEPTION AND INTERPRETATION OF TRAFFIC ENVIROMENT AS WELL AS TAKING CONSIDERATION
OF AND COORDINATION WITH FELLOW TRAFFICANTS
5) TRAFFIC INFORMATION, m.m., osv., etc!!

In short, GOOD THEORETICAL TRAFFIC KNOWLEDGE / EDUCATION TO ENSURE TRAFFIC SAFETY


We who drive on both ice, snow, wet mud, murram, tarmac and grass know the A-Z of driving and especially adjusting the speed
to ensure good coordination and maneuvre at human capability level.

I recall I posted something to the effect here on UAH while I was in Uganda. Traffic situation is disastrous, to put it mildly.
There is clear sign of lack of theoretical traffic knowledge. Non appear concerned with obeying traffic regulations- even less with manevrable
situations.
"...."We warn motorists to be extra careful when they reach this stretch. Our records show that more accidents occur on this stretch than any other," Mr Bedah Katureebe, the officer in- charge of traffic police at Buwama Police Station said in an interview at the weekend.
He added: "People are making many conspiracy theories, but speeding is the main cause of most accidents on Masaka Road."....."

So, how axactly do they warn motorist? And, what do they do to ensure that people abide by or obey the warnings?

"....Our investigations have shown that most accidents occur when it is raining or shortly after. But since many motorists get excited over this well paved smooth and wide road, they over speed, thus causing accidents," ....." 

See, is that not in clear context what lack of traffic awareness due to deficient traffic education / training is about? They get exited because they are not well trained to read off dangerous or hazardous traffic enviroment!!

So, how do they ensure good traffic education / training?

"...Why is it that whenever there is an accident, there is always an oil-like substance at the scene ?" ......"

That "oil-like substance" is clearly explained in the theoretical traffic books and it has with speed and braking as well as surface to do. Not so?!

Police blame road accidents on slippery surface - National

MPIGI- Traffic police in Mpigi District have said the unending road carnage on the Kampala–Masaka highway is a result of reckless driving and the slippery road surface.
The police dismissed a local belief that the accidents are caused by evil spirits craving for human sacrifice because they were inconvenienced by the road construction .
The most dangerous stretch, according to police, is the 6.4 kilometre section, commonly known as Kalandazi swamp, which is between Mitala-Maria in Buwama Sub-county and Kyabadaaza Trading Centre in Budde Sub-county.
"We warn motorists to be extra careful when they reach this stretch. Our records show that more accidents occur on this stretch than any other," Mr Bedah Katureebe, the officer in- charge of traffic police at Buwama Police Station said in an interview at the weekend.
He added: "People are making many conspiracy theories, but speeding is the main cause of most accidents on Masaka Road."
He said most of the accidents on the road occur during or shortly after a down pour, which he said makes the road slippery.
"Our investigations have shown that most accidents occur when it is raining or shortly after. But since many motorists get excited over this well paved smooth and wide road, they over speed, thus causing accidents," Katureebe said
Police records show that at least 50 people have died and more than 96 others injured in accidents at Kalandazi Swamp since this year began
Mr Joram Kyuma, a resident in the area, said when it rains, some people pour crude oil and cooking oil on the road to make it slippery with an intention to cause accidents.
"Police shouldn't just dismiss this theory. Let them come here and investigate this matter. Why is it that whenever there is an accident, there is always an oil-like substance at the scene ?" he asked.
On the other hand, some residents insist that the accidents are caused by evil spirits in Kalandazi swamp.
