Your suggestion is a good one but what powers will these senate hold? We federalist are advocating for the same and in Kenya it was devolution of powers to the region that gave birth to the senates. We in Uganda are calling for federal for the same reason. To have power transferred to the regions and have senates oversee the governance of the region through regional parliaments. The council of elders is a fly by night institution without any relevance. What gives them the right to speak on my behalf?

Ouma, have you heard of the Fedby20/20 campaign which i am due to launch? It is calling for a federal system in Uganda by 2020.
