{UAH} How long will it take to test 800, 000 vehicles at the rate of 50 per day?
I have one request to you at the moment that needs to be raised on the floor of parliament in whatever manner that is deemed fit:- THE MANDATORY MOTOR VEHICLE INSPECTION BY SGS at their Kawanda facility.
As you may very well be aware, inspection of vehicles for road worthiness is a noble thing so as to reduce on the road carnage. But the MANNER IN WHICH THIS IS BEING DONE IS NOT FRIENDLY TO THE VEHICLE OWNERS as am going to elaborate:-
1. the inspection charges are too exorbitant given the fact that all vehicles owners will have paid and continue to pay taxes.
2. at the moment, there is only one SGS motor vehicle inspection facility, located at Kawanda, to serve the entire country. Imagine, a vehicle owner in Kisoro, Karamoja, Arua, Malaba, etc has to drive the vehicle to and and fro to access this service. Who pays the costs of transport, wear and tear and upkeep? The vehicle owner has to pay these costs in addition to the fees and taxes, and losing so many days in non productive labour. IS THIS FAIR?
3. with the current rate of motor vehicle inspection at this facility at Kawanda, of about 50 vehicles per day, it would take about 10 years to finish the about 800,000 vehicles in the country (that is assuming no new ones are imported). YET THE DEADLINE OF 6 MONTHS HAS BEEN GIVEN!!! What do the framers of such a policy expect the citizens to do? RIOT????
