Three years ago and it was by accident I got to know the entire design
and structure how UPE school grants were being stolen.
These so called councilors and district officials could simply
say/claim a UPE school had so many pupils , well the money per pupil
is small but if they get it per term it is an enormous sum.
And virtually everybody was doing the same thing under the nose of the
Ministry of Education that simply guess number of pupils in schools!
Just days ago I asked ministry of education to let the country know
how many children /pupils to fail UPE are - they were blank!
this country is terrible.
