{UAH} Let's think of permanent driving licences

With effect from today, the Uganda Security Printing Company (USPC) limited will start issuing the licenses through the Uganda Driving License system and these are the new rates

Come to think of it, why should we be renewing driving licences, doesn't our driving improve the more we drive??? Other countries like Zimbabwe have permanent driving licences so why do we have to renew ours? what is the rationel other than corruption. Let's think of permanent driving licences
