WHY GEN. KATSIGAZI MAY NOT LAST LONG AT THE HELM OF THE MUSEVENI POLICE

Gen. Geoffrey Katsigazi joined Museveni's NRA around 1985 when he was already an Advocate of the High Court of Uganda.  He joined the team of a few other Lawyers like Aliganyira, Kyamulesire, Wanaa, Mujuni, Wacha to pioneer the then NRA's Directorate of Legal Services.  He is currently the most senior Lawyer in active military service.  He is a pure Muhima from those original Bahima families whose social and economic emancipation is not attributed to the Museveni regime.  It is this breed of Bahima that humiliatingly rejected Museveni's presidential candidacy in the 1980 general elections.  Even when he took to his Bush War, their stand did not change either.  

The mantle was taken up by NRA's second Bush War era Army Commander, Sam Magara.  He was accused of mobilising Bahima fighters to challenge Museveni's leadership before be mysterious met his death.  

Museveni strengthened his reliance on the personal  loyalty of the Bahororo, Banyarwanda and the Bararo.  It was not long before Gen. Ssejusa attempted to start from where Commander Magara had left even long after the NRA had come to power.  

This development accounts for the grounding (Katebe) of several Bahima officers during the 1990s and his own (Gen. Ssejusa) woes that thrive to this day.   Gen. Katsigazi was one such victim.  He was grounded for over two and a half decades until recently when he was brought into the fold with diversionary assignments.  That is why even the media has failed to outline his military service record save for tracing it to only less than ten years ago.  

His secondment as the Chief of Police comes against the background of Museveni's scheme to militarize the police force and use it as a smokescreen for his military dictatorship.  

Gen. Katsigazi is principled and a gentleman far above the Gen. David Muhoozi calibre. He has no iota of greed, hypocrisy, theft of public resources, abuse of office, violation of human rights and partisan conduct.  

There is no doubt, Museveni will encounter a big disappointment with regard to attempting to use him for his state orchestrated gross abuse of human rights.  

That is why he (Katsigazi)told the media at parliament today that the reason behind the appointment of military officers to police can only be answered by Museveni himself.  

Either, Gen. Katsigazi will be rendered redundant as major assignments will bypass him or he may not outrightly last long in that position.
