{UAH} M7 is the only one who can give us a peaceful transition
By Andrew Kiseka
-- The breaking of the independence constitution and the entrance of the 1967 peagon hole constitution which was passed when bullets were being shot outside parliament spelled the complete militarisation of our politics. Remember this came also after the forceful invasion of the Kabaka's palace.
The use of a gun to solve political issues this evolved. If you look at Tanzania, and Kenya, there hasn't been any forceful change of leadership and therefore the army is under civilian leadership. To reverse this situation in Uganda, it was only supposed to be war. That is why Pres Museveni got overwhelming support because the ten point program was first and foremost mooted to address this anomaly.
Mr Museveni had the good will and several opportunities to make this happen and I believe even today, he is the only person who can do it without bloodshed. Outside of him to start a national dialogue to address specifically the putting of the national army under civilian control, even the federation of East Africa will also remain on paper. Sorry if I have stepped on any toes. This is my belief as a person.
