FDC report recommends fresh party elections

KAMPALA
The committee that investigated controversies surrounding last year's Forum for Democratic Change party presidential elections has recommended that the presidency should be contested again at next year's delegates' conference.
The committee's recommendation is contained in a 23-page report which also says that the party should in future avoid holding "piecemeal elections", but consider filling vacant positions by the top decision-making organ, the National Executive Council (NEC) or any other mandated organ.
The report premised this recommendation on the basis that "it is not possible to avoid allegations of bias when delegates are called to fill one vacancy."
"In a bid to promote intraparty democracy and party cohesion, the party should hold a general election for all offices from grassroots to party president in 2014 or as soon as practible, " the report says.
The committee further recommends that the terms of the party president should be synchronised with those of other party positions to avoid holding an election without electing a party president.
However, Mr Athanasius Rutaroh, a member nominated to the committee by party president, Maj. Gen. (rtd) Mugisha Muntu's supporters objected to the recommendation, arguing that the controversy should instead be "decided politically by the party taking into account why the former president retired early."
Yesterday, Mr Wandera Ogalo, the party's legal secretary, declined delving into the subject, saying he had not seen the report. At yesterday's closed door NEC meeting convened by Mr Sam Njuba, the party chairperson, members reportedly disagreed about whether to release the report or shelve it for further consultations.
FDC secretary general Alice Alaso, who was named in the controversy surrounding last year's election by supporters of losing contender Nandala Mafabi, was let off the hook, because the petitioners failed to prove their allegations.
